PRESIDENT Bola Ahmed Tinubu has summoned an emergency Council of State meeting and a Police Council session for Thursday, October 9, 2025, as part of renewed efforts to address Nigeria’s growing insecurity and review the nation’s internal security framework.
The high-level meetings to be held at the Council Chambers of the Presidential Villa, Abuja will bring together former Presidents and Heads of State, state governors, former Chief Justices of Nigeria, and top security officials, marking one of the most significant gatherings of national leaders under Tinubu’s administration.
According to a statement issued on Monday by the Permanent Secretary, Cabinet Affairs Office, Dr. Emanso Umobong, under the supervision of the Secretary to the Government of the Federation (SGF), Senator George Akume made available to News Point Nigeria, invitations have been dispatched to all members of both councils to participate either physically or virtually.
“The meetings aim to discuss matters of national importance and key issues affecting national security and policing. The Council of State meeting is scheduled for 1:00pm, while the Police Council meeting will hold at 2:00pm,” the statement read.
Sources within the Presidency told this newspaper that the meetings would review the country’s deteriorating security situation, assess ongoing military and police operations, and consider new strategic measures to combat banditry, kidnapping, and communal conflicts particularly in parts of the North-West, North-Central, and the Federal Capital Territory.
The discussions are also expected to touch on police reforms, community policing, and the appointment of a successor to the outgoing Chairman of the Independent National Electoral Commission (INEC), whose tenure expires later this year.
A senior presidency official said the sessions reflect President Tinubu’s “deliberate and coordinated approach” to strengthening the nation’s security architecture.
“The President is determined to overhaul security coordination across federal and state levels. These meetings will allow direct input from governors and security chiefs in shaping the next phase of Nigeria’s security response,” the source said.
The Council of State chaired by the President is a constitutional advisory body made up of former Presidents, Heads of State, Chief Justices of Nigeria, serving governors, and the Attorney-General of the Federation.
It provides guidance on major policy matters, including national security, federal appointments, and constitutional issues.
The Nigeria Police Council, also chaired by the President, is responsible for the organization, administration, and operational control of the Nigeria Police Force, including the appointment, promotion, and discipline of senior police officers.
The two back-to-back meetings are expected to produce key resolutions on security coordination, intelligence sharing, and community engagement aimed at tackling persistent insecurity nationwide.
