THE Nigeria Police Force (NPF) has announced that it will commence enforcement of the contentious tinted glass permit policy on Thursday, October 2, 2025, despite an ongoing legal challenge by the Nigerian Bar Association (NBA).
News Point Nigeria reports that in April 2025, the Inspector-General of Police, Kayode Egbetokun, introduced a policy mandating all motorists with tinted vehicle windows to obtain an annual permit from the NPF at a fee of ₦14,200.
The enforcement was initially set for August 2025 but later extended by 52 days to October 2 following a surge in permit applications via the police online portal.
However, the policy has come under heavy criticism from the NBA, which described it as unconstitutional and an infringement on citizens’ rights. At its National Executive Council meeting in Enugu on August 23, 2025, the association resolved to take legal action against the directive.
On September 2, 2025, the NBA’s Section on Public Interest and Development Law (SPIDEL) filed a suit at the Federal High Court, Abuja (Suit No: FHC/ABJ/CS/182/2025), challenging the legality of the policy.
The suit, led by SPIDEL Transition Committee Chairman, Paul Ananaba, SAN, and Public Interest Litigation Committee Chair, Olukunle Ogheneovo Edun, SAN, questions the validity of the 1991 Motor Tinted Glass (Prohibition) Act, a military-era law under which the police based its directive.
Despite this, the Force Public Relations Officer, CSP Benjamin Hundeyin, reiterated on Monday that enforcement will proceed as planned.
“It has come to our notice that misinformation is circulating. Only a court order can stop enforcement of an existing law. Mere service of court papers does not equate to a court order. Kindly be guided,” Hundeyin warned.
The development has set the stage for a potential legal showdown between the NBA and the NPF, with vehicle owners caught in the middle as the enforcement date approaches.
